School Fencing Information

As part of the District’s ongoing efforts to enhance campus safety, the LCMSD School Safety Task Force has been exploring whether to install additional fencing at each school site. This work builds on recommendations from recent physical safety assessments and community perception studies. The goal is to strike a thoughtful balance between safety, accessibility, and community integration.

In alignment with the District’s continued commitment to campus safety and secure perimeters, LCMSD entered into a contract with Quattrocchi Kwok Architects (QKA) to develop design options for fencing and gates at Cove School, Neil Cummins Elementary School, and Hall Middle School.

In May 2025, community engagement sessions were held at each of the three sites. During these meetings, stakeholders provided feedback on preliminary design concepts. Concurrently, the District collected additional feedback through surveys hosted on a dedicated fencing webpage, which received approximately 200 community inputs.

Informed by these findings, Hanover Research conducted a summer 2025 study to provide evidence-based recommendations on school perimeter security and best practices for fencing implementation in K–8 public school settings. Additionally, Hanover Research has conducted a Best Practices for Physical Safety (August 2023) literature review and a School Safety Perceptions Study (December 2023). The Hanover studies, along with Keenan Threat and Physical Security Assessment (January 2024) and Keenan School Climate and Culture Assessment (January 2024), have been discussed, analyzed, and prioritized by leadership with feedback from the School Safety Task Force.
